What a curious choice of phrasing. Not "it doesn't affect the outcome" or even "there is no evidence it affects the outcome" but "I don't believe it affects the outcome". But if he's not an idiot for merely not believing it affects the outcome, surely his interlocutor isn't an idiot for apparently believing it?
